On October 23, 2009, the Department of General Services (DGS) and the California Department of Veterans Affairs (CDVA) announced that Hensel Phelps Construction Co. (Hensel Phelps) of San Jose was selected to build the new Veterans Home in Fresno, California, beginning April 2010.
Hensel Phelps will lead the design-build team on the 305,000-square-foot (conditioned space), 300-bed facility with KMD Architects of San Francisco as the architect. In an effort to further expand the State’s DVBE efforts, Hensel Phelps has committed to ensuring that the State’s original five (5) percent DVBE goal be exceeded by an additional 10 percent. This will bring total subcontracts with disabled veteran businesses up to a 15 percent level.
The new home will be built to meet the energy and environmental goals set by Governor Schwarzenegger for the construction of all new state buildings. When completed, the facility will meet the U.S. Green Building Council’s LEED-Silver New Construction Certification, a standard that DGS has achieved in the construction of 16 other State buildings.
The Project will be built using a design-build construction process that allows designers and contractors to work together, minimizing cost overruns and keeping the Project on schedule. DGS recently completed work on the State’s new central utility plant using the design-build process. That $181 million project was completed on-time and within the State’s budget.

This is a resource for the business community to learn about upcoming subcontracting opportunities, as well as a place where interested citizens can find updates on the progress of the Project. In addition, this website will provide information about the work that is expected to be contracted through the competitive bid process including the bid results. Documentation vital to understanding the Project, as well as the expectations Hensel Phelps, DGS, and CDVA have of successful bidders is also included.
